- remove unix2_chkpwd (moved to pam), to be able to drop this
  obsolete package in the near future.

- Link against external (non-glibc) libnsl.

- unix2_chkpwd helper
  * read delay on failure from login.defs (FAIL_DELAY)
  * decrease default "password-cracker deterrent" delay to 100ms
