ipv6, rcnetwork returns before dad completed
This update fixes the following issue for sysconfig:
- 697929: Fixed to wait for the end of ipv6 duplicate
address detection, that can cause failures of further
services. Added LINK_READY_WAIT and IPV6_DAD_WAIT
variables
