Subject: [PATCH] asn1: Unconditionally run JER tests

7e004ed7b002eb introduced the use of the `json` module for
the JER back-end, but it did not update test suite, which still
tested for the presence of the `jsx` JSON library.

While at it, also remove the installation of `jsx` from the
Dockerfile.
