Subject: [PATCH] Fix: resources: use correct syntax in Stateful meta-data

The OCF standard only allows "0" or "1" for booleans.

This fixes incorrect ocf:pacemaker:Stateful meta-data syntax introduced by
7024398 as a regression in the 2.1.0 release.
