For changes like this, we like to document in the changes file entry this way:

- Add pkgconfig(foo) BuildRequires, because this, this, and that.

We tell why (the reason we're adding pkgconfig(libjxl)) the change is happening, so it makes sense (or not) for the reviewers/maintainers when looking at the submitted request. Otherwise we'd have to start digging up around the source code / internet, without any clues.
