Packages shouldn't ship files in /etc anymore. That's the reason why aaa_base stop providing it.

We should drop the support for /etc/sysctl.conf completely instead, see the discussion in bsc#1217990.

The package 'home:pevik:branches:Base:System/systemd' has been removed
