as per the Backports policy this seem to be a no go and it's not a case we can whitelist it, BUT 7zip can go to Leap project instead, in other words, 7zip can be released in Leap 15.6, but won't released in PackageHub for the SLE15-SP6. I resubmitted SR#1144162 .
