Hello!
I want to resume deleting vagrant, I think no one will mind.
Vagrant doesn't work with ruby 3.3.5 and virtualbox 7.1 and it's not fixed even in upstream and more and more rubygem-specific problems are popping up.

As much as I hate to see vagrant go, I agree that the current state is of no use and we should delete it.
If any fork or alternative pops up in the future, we can add it. But it does not look like it...
