Declined because Leap should not provide problematic software without active upstream.
In this case cups-pdf upstream is no longer active since 2017 because
https://www.cups-pdf.de/src/
shows "cups-pdf_3.0.1.tar.gz 2017-02-24 17:39 29K"
and there is nothing newer available there.
In general using cups-pdf is problematic, see the "Security warning" at
https://en.opensuse.org/SDB:Printing_to_PDF
Users who still need cups-pdf could use the package from the OBS "Printing" project (as long as it is kept there).
