Package is not done according Shared Library Policy.
Please move the libts-1.0.so (and probably all plugins under libdir/ts/) to libts1 package.
The libts.so should be in a -devel package - if there is a serious reason for that, it have to be documented somewhere.
Having a bunch of libtool config files in -devel package is probably wrong as well. For things in a normal libdir, you don't need that. And if so files inside ts/ directory are intended to be linked and not dlopen'ed, then having them in ts/ is wrong ...
