added a python3 version (needed a patch to load the README file in setup.py, so that it gets loaded as utf-8). dpl would need a linkpac for the python3 version, if this gets accepted.
python3 seems to work for 12.3 and Factory, but I can't figure out the problem for 12.2

I see no changes to python-socketpool.changes but the spec file is updated
Please mention any newly added patch by name in the changes file.
encoding.patch is new but nowhere listed

AJ, the change in python-socketpool.spec comes from obs-service-format_spec_file, nothing we can do about. And too trivial to mention. Now to python3-socketpool.spec: New spec files / packages usually got less restrictions than existing ones since you may carry some history. Logically, the python3 spec file is unimportant for this OBS package, since it's not build. Much like deb stuff in other packages. The intend of this submit is to kill the diff to Factory so that this package doesn't appear in the project status view or in osc collab's todo list.
