Update to 2.23.5 upstream release and disable seccomp support

Disabling seccomp support is currently needed as it leads to an
unusable system. See LP #1674193 for more details.

We will enable seccomp support again in a future release.

Having seccomp disabled again is fine as official we don't claim
any confinement for openSUSE yet.
