To address a specific comment about %if "%{python_flavor}" vs %ifpython[23], is there a specific reason I should use one over the other? I prefer what I use now as it's more expressive...

install %license file as without it it ain't acceptable

module_devel is needed only for packages that are compiled, this is not.
