Overview
This backport-patch is already in Tumbleweed since June 2018. There is no BSC for it, but OpenLDAP ITS#8866:

This request fixes the formerly broken patch.

What more to comment? Look up the original comment in openldap2.changes which contains a description of what the added patch does and the full filename of the patch. Now it's simply a fix for an existing patch file.
Mentioned conversation suggests that broken patch got pushed to Factory - luckily it did not cause any issues - but it would be nice if Factory consumers were not subject to such experiments.
I had too much trust into another reviewer back then. My fault. That's why I immediately submitted the fix.
