This looks interesting. Some issues which must be solved before accepting it:
* The License seem to be BSD-3-Clause following the file in documentation/licenses/
* A download URL should be given
* The "Requires: php7-*" statements should be replaced with "Required: php-*" statements plus version numbers if required.
* Please remove the unused defines for libdir and plugindir
* I don't think resourcespace-users.conf is needed, I do also not think, that apache-users should be created this way
