Adding the provides is not wrong, but probably not as useful as you might hope.
zlib-develis also available as a package (from the "real" zlib). That will end up getting preferred because package name matches have higher prio than capabilities.It's exactly as useful as I hope. Without it it's not possible to have both zlib-ng's libz.so and e.g. libpng16-devel installed at the same time.
