Bump to version 4.2.6. python3-PyICU is included in Leap 42.3, thus, I added this as a Recommend. However, the Recommend seems to be added to the rpms for other distributions as well. Please check this! Tumbleweed also includes python3-PyICU, thus, the if should cover Tumbleweed as well.

Updated to 4.2.4. Upstream changed the path of gramps.appdata.xml to /usr/share/metainfo/gramps.appdata.xml according to https://www.freedesktop.org/software/appstream/docs/index.html . If this is not wanted, setup.py has to be adjusted.

- Add gramps-no-translations-check.patch: Disable gramps internal test if localization files are available. As gramps is properly packaged, we know where the translations are and don't want to alert a user with annoying popups (boo#941490).
