So, experiment somewhat.  osc workerinfo says that machine definitely
has a <memory> element.

The conditional constraints don't have any effect whatsoever,
try to find a balance of not getting the crappy buildXX machines
(3 jobs, 7G RAM), but also not removing all s390x workers
(which have at most 6 jobs).  Let's try with 4 jobs and 8G RAM,
that gives 18 of 40 s390x machines and > 60 workers for each
of aarch64, x86_64, ppc64le.
