Update for 13.1

- Move static libraries to devel-static subpackage.

- mkfs.ocfs2/tunefs.ocfs2 may hang there because of dlm_unlock
  +bug-838705-change_dlm_lib.patch

- mkfs.ocfs2 aborts if cluster information is not found/supplied

- Make mount.ocfs2 load ocfs2 kmp and setup cluster_stack if
