Fix bnc#829430 by moving .so into libmysqlclient(_r)?18 subpackages. rpmlint's warnings about them being devel files are bogus, but badness was over the limit, so fixed another rpmlint warning about bad shebangs in bench.

During the testing of the openSUSE update, Jiri Slaby found an issue that a requirement of libmysqlclient18 in the subpackage libmysqlclient_r18 is missing. This should be fixed with this commit (also fixed in the running updates). bnc#841709

Fix INSTALL_LIBDIR_RPM and INSTALL_PLUGINDIR_RPM, they need to point to %_lib, not %_libdir Drop so symlink generation and removal, that is not necessary and breaks non x86_64 builds of dependent packages
