- Now that systemtap-dtrace is a separate package, require it and
  systemtap-headers, and re-enable systemtap, since it should now
  build without a cycle. Still disable on SLE for now, since the
  systemtap package isn't updated there yet.
- Own /usr/share/systemtap{|tapset} directories, since we no
  longer have systemtap-sdt-devel in BuildRequires.
