(add bug numbers from SLE15 changelog, to allow cmake update in 15SP2) - Allow %cmake_build to handle parameters (bsc#1091864) warning for now (bsc#1129024) - update to 3.12.4 (bsc#1127105):

Why is cmake-mini nearly 60% larger than cmake-full?
