Software defined radio receiver

Gqrx is an experimental software defined radio receiver implemented using
GNU Radio and the Qt GUI toolkit. Currently it works on Linux and Mac and it
can use the Funcube Dongle, RTL2832U-based DVB-T dongles, OsmoSDR devices and
USRP devices as input source.

- Update to version 2.16
  * New:
    + plot mode, which displays average of FFT bins.
    + "Fill" plot mode, which displays both maximum & average of
      FFT bins.
    + "Histogram" plot mode, which displays distribution of FFT
      bins.
    + Selectable plot scaling: dBFS, dBV/RBW, dbV/√Hz, dBm/RBW, dBm/Hz.
    + Min hold line in plot.
    + A/B measurement markers on plot.
    + Plot tooltip displays delta from demod frequency.
    + Dropped frames are indicated by red background in 
      FFT Settigns panel.
    + "Avg" waterfall mode, which displays average of FFT bins.
    + "Sync" waterfall mode, which mirrors averaged data from plot.
    + Support for RTL-SDR Blog V4 in AppImage and DMG releases.
    + Save FFT plot center frequency in settings.
  * Improved:
    + Peak detection algorithm.
    + Peak detection uses peak hold data when available.
    + Maximum FFT size increased to 4M.
    + Maximum frame rate increased to 500.
    + Averaging slider is consistent across frame rates.
    + Visibility of text in axes.
    + Full support for high-DPI screens in plot & waterfall.
    + Plot & waterfall performance.
    + Plot can be zoomed & resized while DSP is stopped.
    + FFT window setting is stored as a string.
    + Waterfall span setting is stored in milliseconds.
    + Added 6 dB attenuation to WAV file recordings to prevent
      clipping.
    + Use logarithmic scale for frequency zoom slider.
    + Reduced CPU utilization of demodulators.
    +  Properly handle smooth scrolling.
    + Shorten band names to fit in narrow spaces.
    + Delay plot & waterfall drawing until samples arrive from
      hardware.
  * Changed:
    + Frequency zoom slider zooms around center of display.
    + Disallow scrolling beyond the FFT frequency limits.
    + Default narrow FM deviation increased to 5 kHz.
  * Fixed:
    + Time on waterfall is calculated correctly.
    + Frequency is correctly rounded in I/Q filenames.
    + Crash in AFSK1200 decoder.
    + Hang when setting a very narrow filter width.
    + Inconsistent 1-2-5 scaling of amplitude axis.
  * Removed: "Save waterfall" feature.
