This is demonstrably a bug in this package, since building with the previous one at https://build.opensuse.org/package/show/home:rhabacker:branches:windows:mingw:win64/mingw64-libqt4 goes without problems. Please fix it.

This will exclude pkg-config.exe from packaging +%{_mingw64_bindir}/pkg-config.exe

I am not maintainer of the package so I didn't see those comments :( Looks fixed now?
