A library to streaming audio processing

This library provides decoding and encoding of audio on a playlist. It is
intended to be used as a backend for music player applications. That said,
it is also generic enough to be used as a backend for any streaming audio
processing utility.

- Limit to ffmpeg-4 and older, package fails to build with
  ffmpeg-5, and seems abandoned upstream.

NOTE: From what I can tell, nothing inside TW depends on this package, so one could consider just dropping it.
