- Require pkgconfig(opencv), because this still needs OpenCV 3.
- Add allow-newer-opencv.patch: Allow all 3.x.x versions.
- Disable 3alib to prevent compiler errors due to missing linux/atomisp.h.
- Enable Vulkan support.
