- work around command line size limit mkbaselibs may fail on an excessive number of packages (bnc#761977) - improve build root owner setting - don't die at compile time if Archive::Tar is not available

This error is showing up in all stagings. Perhaps a maintainer can add a conflict to the packages. For lack of that I'll whitelist to avoid blocking staging.
