- remove Conflicts with rubygem-hiera-1 to fix the issue prevents
  one from deploying patches from SUSE Manager [bsc#1046263]
- move Recommends to the main package and add %{version}-%{release}
  there - without this change the requirement was satisfied with
  the ruby2.1-rubygem-hiera-1 package and it didn't use
  ruby2.1-rubygem-hiera package

- during the migration to the new spec file format the source
  entries for the man page and hiera.yml got lost. add them back
  and also install the files.
