rpc: gendispatch: handle empty flags

    Prepare for omission of the <flagname> in remote_protocol.x
    @acl annotations:
     @acl: <object>:<permission>:<flagname>
    so that we can add more fields after, e.g.:
     @acl: <object>:<permission>::<field>
