This includes situations like receiving MSG_DEBUG or MSG_IGNORE during initial key exchange, which are no longer allowed during strict mode. + Key (re)negotiation -- i.e. MSG_NEWKEYS, whenever it is encountered -- now resets packet sequence numbers.
