- If PROXY_ENABLED is not set, interpret it as disabled,
  like the rest of the system does (boo#934925).
- Internal cleanups:
  - Got rid of autotools.
  - Converted legacy testsuite to RSpec.
  - Moved code out of clients for better testability.
