  * Many past time stamps were changed for correctness.
  * A new file 'zone1970.tab' was added. The new file's extended
    format allows multiple country codes per zone. New applications
    should use the new file.
  * Some fixes in 'localtime', 'zic', 'mktime' and 'yearistype'.
