- Update to tipp10 3.1 revision 04f22136
  This version is from https://gitlab.com/tipp10/tipp10
  The spec file is not finished and the program has not been
  tested yet.

- added tipp10-fpermissive.patch
- added tipp10-desktop.patch and remove own desktop file
