Subject: [PATCH 1/6] Implement the custom made `mwc59` PRNG

The `mwc59`, Multiply With Carry 59-bit, PRNG uses 32-bit "digits"
and a multiplier to keep intermediate results within 59 bit unsigned.
On that two different scramblers can be applied to cover the statistical
flaws of a power of 2 multiplier generator.

Polish the test suite.
