- Add gcc8-PIE, similar to gcc-PIE but affecting gcc8 [bsc#1195628]
- Avoid duplicate License tags in cross compiler packages.
- Adds gcc8-ada-MINSTKSZ.patch and gcc7-sanitizer-cyclades.patch to
  fix build on openSUSE Factory.
- Remove sys/rseq.h and bits/unistd_ext.h from include-fixed.
