- Add libicui18n.dll.a and libicudata.dll.a for compatibility with
  older versions, is for example required for libqt5 version 5.12

- Drop installing icu-config to fix error: icu-config: Can't find
   /usr/i686-w64-mingw32/sys-root/mingw/lib/icuuc.dll - ICU prefix is wrong.
- Remove unexpected soversion from import library file names
- Add patch

- Update patch from mingw32 variant
  * icu4c-61_2-add-lib-prefix-to-dll.patch
