- remove non-ntk-snapshot.sh from package sources (bsc #1182396)
  (unused leftover from original fedora package, we don't do snapshot packaging anyways)

- update to version 1.3.1000
- remove non-ntk-1.3.0-fpermissive.patch (fixed upstream)
- run spec-cleaner, improve specfile following its proposals

- Correct the license again to GPL-2.0+:
  Some codes in non-ntk are in GPL-2.0+, and this restricts the
  whole binary although many codes derived from FLTK are in LGPL /
  SUSE-FLTK.
