- refactor cmpi_provider_{python,ruby}.c,
  move common lines (75%) to cmpi_provider.c and target language
  specific lines (25%) to target_{python,ruby}.c

- provide the main package for the debug package. we dont use
  debug_package_requires here as it would enforce to install both
  packages.
