- Disable QUARKS=ON as it gives no effect and installs plugins in 
  to wrong path (boo#1213615).

- update to 3.13.0:
  * We are pleased to share the 3.13.0 release of sc3-plugins!
  * This version is compatible with SuperCollider 3.13.x, 3.12.x,
