- update to 7.8.3
* provide ppc64le build now 
- remove duplicate files
- provides tags for ghc subpackages are no longer needed
  we require ghc-bootstrap in ghc.spec
- update README.suse with note on upstream tarballs

- add conflicts tags for ghc-*-devel packages provided by
  package ghc

- consolidate all binary dists into one tar file
* required as there is only one srpm per package for all archs
* the tar file is quite the monstrosity :-)
