- Update to 1.17
  * Fixes compatibility with Python 3.x and other C extensions that 
    use gmpy.
- Update to 1.16
  * Fixes a minor issue with the new Decimal type in Python 3.3.
- Update to 1.15
  * No upstream changelog
- spec file cleanups
- Run unit tests
- Fix license

- Cleaned up spec file formatting with spec-cleaner

- Changed gmp requires to libgmp to match new package naming
