File xinetd-config.patch of Package xinetd

Subject: Merge SUSE default config with upstream one

SUSE have been providing own xinetd.conf, which is a bit different from
upstream. This patch merges almost all features of old default configuration,
except the default log_type is SYSLOG instead of a file. That means all xinetd
instances start to use syslog by default.
