- update to new minor release that fixes a bug that can occur with python3
  when `rpcbind -p` contains a port listing neither for udp nor for tcp. See
  [1].

- update to new minor release that fixes bugs:
  * error in some cases when running with python3 because of a missing decode
  * error when sysconfig files have not been existing, because packages have
    not been installed yet
- dropped shebang.patch: is now covered by new release tarball

- Require python3 and to be in line with the Leap-15 /
  SLE-15 situation (see OBS comments in sr#595722).
- shebang.patch: use python3 in shebang for the same reasons.
