- update to version 2.2.4
  - Add m_webirc module to contrib, allows showing real host of
    CGI:IRC users.
  - send RPL_WHOISLOGGEDIN (330) in TS6 form if appropriate
  - minor conf/documentation updates
  - when finding a member of a channel, choose the shorter of the
    users/channels list to search
  - count escaped wildcards characters as non-wildcards
  - remove the cached storage of how many +beI there are, thereby
    fixing a case where it can get desynced from reality
  - improve xline \s code slightly
- disabled the ircd-ratbox-2.2.3_no_op_on_create.patch for now.
  it breaks the +n on creation of channels.
- removed http://www.leeh.co.uk/ratbox-2.x-banlistfix.diff:
  included in 2.2.4

   if you invert the logic of the option. you should fix the code
   aswell.

- added ircd-ratbox-2.2.3_no_op_on_create.patch:
  This patch adds the option "op_on_create". It is set to "yes" to
  reflect the default. If the option is to "no", users will not get
  op when creating a new channel.

- dont enforce epoll. it breaks in the configure script.
- move config from /etc/ircd-ratbox to /etc/ratbox/ircd
- move logs from /var/log/ircd-ratbox to /var/log/ratbox/ircd

- /etc/ircd-ratbox must be writable by the ratbox user.
  otherwise it cant properly rewrite *line.conf and resv.conf.
