Overview
I don't understand the change to the previous changelog entry, that package update didn't touch the file you mention.
Is it a requirement to list all changed sources? For patches we normally do it, but with a different "title" (modified, not updated). I wasn't aware we also do it for these other sources.
The change of the file not mentioned in the changelog could be rejected by one of the bots on checking MRs. I've added the Update due to this item "- Don't include kiwi binaries" Actually we have to options: 1. Adjust this changelog entry as it's in this SR. 2. Remove the item "- Don't include kiwi binaries" from this entry. Or probably the 3rd option: do not touch it as the file is already mentioned in the latest changelog entry
The changelog entry that says we updated "include-rpm" in the previous entry is inaccurate, in that change I only touched "remove-file" (https://build.opensuse.org/package/rdiff/systemsmanagement:saltstack:bundle:testing/venv-salt-minion?linkrev=base&rev=12)
Do you have a link to the policy that requires changing the old entry?
Ouch, sorry I didn't noticed the copy paste error :-D Actually we can't change old entries for the changelog for released packages, but we have not released the package with this entry yet.

I still don't agree that we need these entries that are completely useless for end users, but I don't want to delay this any longer.
