@glaubitz You need to revisit the requirements on python-docutils:

can't install aws-cli-1.30.6-1.1.noarch:
nothing provides python3-docutils < 0.20 needed by aws-cli-1.30.6.noarch
  (we have python311-docutils-0.20.1-1.1.noarch)

That error is already present in Tumbleweed (not related to the current change)
