kinfocenter5: "Recommends: %{name}-lang" should not be removed, the patch should be deleted too.

I'll delete the patch and add the Recommends back. However, it's only relevant for new installations with K:F5 on Leap 42.3, so I frankly do not care anymore.

The commit in drkonqi has an "ef bb bf" byte sequence, which is the UTF-16 byte order mark encoded as UTF-8. Removed...

I forgot to commit some of the dep bumps, fixed.

I won't fix typos in the .changes files, that would just open a can of worms.

Apparently I missed the desync in the plasma5-workspace-wallpapers spec, fixed.
