That change was actually in 5.70.0 already (and is listed in the previous changelog entry), the tarball was respun back then: https://mail.kde.org/pipermail/release-team/2020-May/011867.html
Regarding kded and the added systemd macros: I'm not sure, but I seem to remember a problem that they unconditionally enable user services. If that's the case that would mean that kded5 is started on every login, even to other desktops, I fear... Has somebody actually tested this already?
OTOH, shouldn't it rather be %systemd_user_post and so on for user services?
PS, the bug I remembered seems to be fixed since a while:
