xmltoman is required by pipewire 0.3.5 submitted in
https://build.suse.de/request/show/218596 (SLE-7744).
Previously we used an %if %{is_opensuse} to buildrequire it
or not, but since we want to close the gap, we better provide
the package in SLE too (note that it's only used at buildtime,
so releasing the package in public repositories is not required).
