- Removed providing of mingw64-libjpeg-devel to fix the mingw64-imagemagick build issue, that incorrectly selects this package. The use of this package can be selected by using mingw64-libjpeg8-devel.

This SR is to inform you about that I will be deactivating jpeg in mingw, and have libjpeg-turbo provide the implementation in its place. This goes for both win32 and win64.
